    The answer is Bush was blamed for the recession

    Bush's economic regulation caused the value of real estates started to dropped and cause a lot of people loss their main investment.

    This caused a drop to dow jones scores dropped almost 25% and 7.8 % unemployment rate.

    Because of his failure, the voters turn their hope to President Bill Clinton, who later on managed to bring back U. S economy into stability.
