    The Constitutional Convention (1787) was presided - through unanimous election - by George Washington. The concept that would finally end with the 1787 Philadelphia Convention was started in the form of regular meetings between states to discuss matters of mutual interest, the first of which is known as the Mount Vernon Conference.
