is it acceptable, according to the free exercise clause, for a person to stand in the middle of a city street and read aloud from the Bible?

    You're free to read the bible, however the way you're doing it would be illegal if it obstructs a roadway breaking a law such as "Obstruction of public streets, highways, and roads.", or similar law in your jurisdiction.
