I would believe the answer would be, "Each state was looking out for its personal interests and needs."

The Great Compromise established the system of representation in the House of Representatives and the Senate, and each state was worried about being under-represented in either group. The Three-Fifths Compromise dealt with the counting of slaves as people while counting up the populations of states, so this connected with the representation issue.
