Commander John Poyer's decision related to quarantine saved many lives.

Explanation:

American Navy commander John Poyer was the Twelfth governor of American eastern Samoa. In 1918 Spanish flu pandemic caused a large number of deaths. On hearing the news of worldwide deaths he took quick action and quarantined American Samoa.

His steps were though strict but they proved beneficial in the long run. Due to his quick actions, American Samoa was suffered few deaths. But the death toll in other parts of the world was huge. So, Commander John Poyer's Early quarantine strategy saved many lives.
