The Zhou dinasty began to decline after losing a civil war in 771 BC, and though it lasted for 500 more years their reign was always threatened by powerful vassals, the federal lords as the third option says, but they had grown strong by conquering land from Zhou's rivals and not by being exceptionally respected.
