Saul was not a bad ruler towards his people, he just wasn't as competent. According to stories, he was chosen due to the necessity of a king of Israel, but he fell from grace with god since he violated the commandments. This is the reason why David was chosen as the one true king of Israel later. He killed himself so as to avoid getting captured during a war.
