I think the answer is B. His inaugural speech promised to end slavery.

In his Emancipation Proclamation, Lincoln had promised to free the slaves in the South. He believed that in this way, he will be able to free the Black Americans from slavery. However, he can not free all the slaves in the South. This is because that he thought that the constitution did not give him the power to do so.
