If the Framers had been alive, how do you think they might have reacted when, only a few years ago, several States had to raise the legal drinking age to avoid losing substantial portion of their federal grants for highway construction? Explain your answer.

    The Framers, or commonly referred as the Founding Fathers, would have not allowed such measure by the national government. Their efforts were always towards a fair balance of power between federal and state government. If the decision was initially up to each state to regulate this matter, it should have stayed that way, and have each entity do the research they found convenient to proceed the best way possible in order to create the necessary measures for their Legal Drinking Age.
