During the second world war, there was an increased military presence in Texas. Thus, this led to the need for the high demand for food to feed the soldiers, since the soldier could only fight based on how long the food they have can carry them. So, farmers in Texas were encouraged to produce more food. However, farmers had limited human resources to enable them to meet the increased demand for food production as a result of the fact that most able-bodied men in Texas where conscripted into the U. S military. This resulted in a shortage of labor. Evidence of labor shortage at this era include:

1. Increased employment of women as farm laborers. In fact, most farmers recruited their wives and children to work on their farms.

2. Also, it resulted in a decrease in food production. For instance, there was a shortage of fruit and vegetable production which relied on migratory hand labor.

3. Again, in response to the shortage of labor, the government allowed the use of German and Italian prisoners of war as laborers in farms.

4. Labor shortage also led to the advent of innovative agricultural technology that aides improved agricultural productivity for farmers.

5. Another classical evidence of labor shortage in Texas during the war was the rationing of foods like sugar, butter, bacon, cheese, meat, milk, canned or dried fruits, etc.
