What was the most significant reform that the Emperor Diocletian made?

    Diocletian divided the Roman Empire in two:

    The greek speaking East Roman Empire (Greece, Anatolia, Syria and Egypt) Tha Latin speaking West Roman Empire (Italy, Gaul, Britain and Spain)

    He also invented the tetrarchy, which divided the emperor's title in four:

    two Ceasars two Augusts
