The answer is D. An absolute monarch has complete control, while a constitutional monarch is limited by laws.

In absolute monarchy, monarchs have total and absolute power. Meanwhile, in constitutional monarchy, monarchs rule along with other governing bodies, i. e parliament; hence their power and control are limited.
