    Peter the Great tzar and emperoro fo Russia

    He is considered a great modernier of Russia, Ivan the Terrible created power of Moscow-Russia in 16th but he forbid any western influence and most of scientific research and technology, Peter the Great (ruled 1685-1727) ended with tha isolationist policy
