Which reason best explains why the inability of Congress to levy taxes under the Articles of Confederation was so problematic?

    The Articles of Confederation granted to every states its own freedom and sovereignty. The Congress of the central government didn't fee taxes or regulate commerce.

    This is one of the reason why the states could tax tariffs on other's states' goods, that caused arguments between the states
