Another issue addressed by the delegates to the Constitutional Convention was the method by which slaves were to be counted for purposes of representation in the new Congress. It was decided that: a slave would be counted as two people. a slave would be counted as one half of a person. a slave would be counted as three-fifths of a person. slaves would not be counted for purposes of representation in Congress.
