    In my opinion, the correct answer is B. People were deemed suitable by passing civil service exams. The Ming dynasty improved this system, which had existed before them as well, and the Qing dynasty just preserved it. These imperial exams were infamous for their difficulty and rigorous conditions which were introduced to prevent any kind of cheating. They were one of the elements that held together one of the most complex bureaucracies in the world for so many centuries. On the other hand, they were criticized for creating an army of obedient placeholders who would never dare to think for themselves.
