The Virginia plan advocated two legislative houses while the New Jersey plan advocated only one. Membership in Virginia would be based on population while membership in New Jersey would be equal for all states.

According to the Virginia plan the Legislature had to be Bicameral and its power derived from the people; The New Jersey plan provided for a Unicameral Legislature with power derived from the states. Finally the Connecticut Compromise established and adopted parts of both.
