Why did world powers try to appease or ignore Germany's and Japan's expansionist policies at first?

    The rest of the world believed that appeasing Hitler and Hideki Tojo would make them stop their hunger for land. Neville Chamberlain, British prime minister, even said that Hitler could have the Sudetenland as long as he didn't invade the rest of Czechoslovakia.
