The first method is for the bill to pass both houses of the legislature, The second method prescribed is for a Constitutional Convention to be called by two-thirds of the legislatures of the States.

Firstly, recommended modification is sent to a long deliberation in both the houses of Congress. After which 75% approval of both the Houses are sought. Next it is sent to the states where 75% of the states' approval is obligatory.

Secondly, forming a convention in which 75% approval of the states' legislature is required to amend the laws.

Many amendments were carried on till now but thousands of them were discussed in both the Houses of congress.
