    I think that the situation that would not happen in a parliamentary form of government is Choice B - the government dissolves when the ruling party cannot affect change on a major issue.

    There was an event in the U. S. A in 2013 where the government shutdown due to their inability of the President and Congress to reach a compromise or solution to solve the debt crisis at that time.

    In a Parliamentary government, the executive and the parliamentary are united in making decisions and passing laws with its majority. This leads to a very efficient form of government.
