Political Machines organizations provided social services and jobs if you sell your vote for this reason were immoral. That system used to grant jobs and also government contracts to the people that did them favors.
The kind of favors requested could be voting or organizing party work with the aim to find out others to give the vote. Or as usually in business they use money to convince people. The society was involved in this immoral affairs through the buildings contracts that will cost much more money than it needed. They used to turn the money back in the form of kickbacks while the taxes raised to balance the costs.

Political machines are political organizations which are controlled by a boss with self-interest motives. They are considered immoral because most of the times, political machines use unfair means to gain power or to achieve their political goals.
In order to stay in power or to gain more power, political bosses may engage in voter frauds, bribes, or even buy people's support by promising them position and money in the administration. They also indulge in corruption like lobbying and using public tax money for increasing personal revenue.
