Which body, department, or agency would be most likely to hold a public hearing?

B) Central Intelligence Agency

C) A Congressional standing committee

D) United States appellate court judges

I think its D but I'm not sure, thoughts?

    However, during all these processes, they will set up a public hearing to gather the information and interest of the main people the policies are meant for.
