What prompted the call to rewrite the Articles of Confederation?

The imbalance among the branches of government left the federal government very weak. The legislative was unable to get much done and the federal government did not have the power necessary to maintain order. This led to the Constitutional Convention although it resulted in a new document it was originally designed to just be a convention to revise the Articles of Confederation.
