The plan that required a 50% oath of loyalty, creation of the Freedom's Bureau, and punishment of the South was the Radical Republican Plan.

    Explanation:

Radical Republicans were a faction within the Republican Party, founded in 1854. They dominated their party from its founding until 1877. They called themselves "Radicals" and used to clash with moderate Republicans (led by Abraham Lincoln) and also with the conservative wing of the party (led by Secretary of State William H. Seward).

During the Civil War, radicals fanatically opposed slavery across the country, constantly pressing the White House and President Lincoln to abolish slavery (done in the last year of the war through the Thirteenth Amendment). During and after the conflict, they did not get along with Confederate supporters and began to demand, during Reconstruction, severe punishments against ex-rebels. They also demanded legislation that defended racial equality, civil and voting rights, as well as protections and opportunities for ex-slaves.
