The Ottoman Empire, China, and Russia did not experienced the same type of industrialization as the Western countries, or Japan. They actually had lot of troubles with it, and it took long time, in which also some mistakes were made that set them back even more.

The main reasons for their slow and not adequate industrialization was that they all had very large territories, multiple ethnic and religious groups, and these nations were not acting as a unit internally. The large territories were making the industrialization very hard in all parts of the country, especially because some regions where not suitable for it at all. Also, there were revolutions in all of these countries that were either very common, or were few but lasted long, so the industrializing was not the primary goal of the leaders. Lot of groups of people wanted independence and despised the rulers, so the chances were very high that if something was built in those areas that it will be destroyed.
