The answer is C. If the South had won the war, they would have actually put themselves at a disadvantage by destroying the Northern Ports. They also controlled the southern end of the Mississippi River. Virginia was a state that supported the South in the war, so the South would have already had control of Richmond. This leads the answer to be C.
