    The Platt Amendment gave the US several gains. Cuba could not cede land to other powers but the US; it had limited rights to negotiate treaties and the US gave itself the right to intervene in Cuba "for the preservation of Cuban independence", and it got rights to a naval base in Guantanamo Bay.

    Cubans have always seen the Platt Amendment as a violation of their sovereignty. In 1934, as part of his policy of Good Neighbor, US president Franklin D. Roosevelt agreed to an abrogation of the accord's provisions except for the one concerning the rights of the US to a naval base under Article VII; the US Navy continues to operate the base of Guantánamo.
