    Constantine was the first emperor to stop Christian persecutions and to legalize Christianity, as well as all other religions and cults in the Roman Empire. In February 313, Constantine met with Licinius in Milan, where they developed the Edict of Milan. It led to civil war within the empire. It created a larger, more expensive army. It slowly drained the treasury. It split the empire into two separate halves.
