This is the Lend-Lease Act of 1941. The law allowed the US government to lend or lease weapons and supplies to another countries. The legislation made it possible to provide military aid to Western allies fighting Nazi Germany, while the USA could still remain a neutral country formally. The Second World War had already started, France had fallen and Great Britain was fighting alone. After June 1941, even the Soviet Union benefitted from the effects of the Lend and Lease Act.
