    In September 1786, commissioners from five states met at the Annapolis Convention to discuss reforms to the Articles of Confederation that would improve trade.

    They invited representatives from other states to meet in Philadelphia to discuss improvements to the federal government. As a result of the debate, the Congress of the Confederation set out to review the Articles of Confederation on February 21, 1787. Twelve of the thirteen states, with Rhode Island being the only exception, accepted the invitation and sent delegates to the convention in May 1787. The resolution convened by the Convention specified its purpose of amending the Articles of Confederation, but the Convention decided to propose the writing of a new Constitution.

    The Philadelphia Convention voted to keep the deliberations in secret and decided to draft a new fundamental design of government that eventually established that nine of the thirteen states would have to ratify the constitution so that it would enter into force for the participating states.

    Contrary to the modification process established in Article XVI of the Articles of Confederation, the Congress submitted the proposal to the States and set the terms of their representation.

    On September 17, 1787, the Constitution was completed in Philadelphia. Then Benjamin Franklin gave a speech in which he spoke of unanimity, although only nine states were required to ratify the Constitution so that it would come into force.

    After arduous struggles for ratification in several states, New Hampshire became the ninth state on June 2, 1788. Once the Congress of the Confederation received news of the ratification of New Hampshire, it established dates for the Constitution to enter in force, and the federal government created by the Constitution began to operate on March 4, 1789 under the presidency of George Washington. Henceforth, all the presidents of the new country began their mandates on March 4, until in 1933 the Twentieth Amendment advanced that date to January 20.
