    Unification was so difficult for the Greeks because of it's rugged landscape.

    Explanation:

    The majority of Greece's geography was made up of mountains. The mountains divided Greece into various rugged regions. This rugged landscape they had made it difficult to bring Greece together and have it be ruled under one singular government.
