    Explanation:

    The six year tenure which was designed by the makers of the Constitution made senators more responsive to long term national issues and less responsive to short term political pressures. This is three times the tenure of the people of the House of Representatives.

    One third of the members' tenure will expire in every two years, thus leaving them with not only a majority of members and along with continuity of the same, but with also a regular rotation of the members too.
