D: Wider recruitment of minorities in other professions and the increased use of competency testing for teachers. This has contributed to the decline in the number of minority teachers.

    Explanation:

There is a large gap which is growing between the black students and the percentage of black teachers. It needs to be shortened as soon as possible by taking various measures. The "shortage" of minority teachers is a major problem because there are also no positive influences for minority students. Students gain some self-esteem with minority educators and feel more comfortable and confident. Stereotyping is broken and hence it puts an end to racism.

But there has been a decrease in the number of minority educators because they get more into other careers. Also, competency testing is increasing which leads to less recruitment of the minority teachers.
