What happened during the 2013 legislative session that changed the high-minded expectations about the education reform movement?

    There was a lot of controversy mostly based around the fact that in recent times education became a business more than a place for academia. The idea of testing people to check their knowledge no longer was important for those who supported reforms. What this means is that it would be easier to pass things and more could enroll, meaning more money was involved.

    I believe the answer is: It caused controversy between education officials and business leaders.

    The education revolve around the rule that allowed teachers to be eligible for teaching only after 5 weeks of training in order to increase the number of teachers in the country. This rule created many criticism which questions the quality of those teachers.
