    One suggestion the new president is most likely to make in the budget proposal is to increase spending on Social Security because the new president made campaign promises to support entitlement programs. Retired Americans could benefit from bigger social security payments.

    The first "social security" sort of program implemented in Western society was created in Germany in the 1800s, under Chancellor Otto von Bismarck.
