    The administrative area carries out many activities that can be modified over time, its limits and parameters are not always defined by the laws, that margin of freedom that sometimes occurs should not exceed the limits of the law. The discretionary authority is the power of the government to act freely in functions that are not regulated and to the transport service that is not subject to regularity commitments.

    The Local Government an Housing Act of 1989 offers certain modifications to the powers granted to local authorities. In regards to discretionary powers, the modifications have made controls more rigorous in regards to grants made to companies for improvements they can make inside their borders. Checks and balances methods are now put in place in order to track the flow of funds regarding the expenses local authorities make when deciding to execute projects.
