The US Constitution defines citizenship in the Fourteenth Amendment. It is specifically in the first clause of Section 1 that the Constitution states that: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside." A person is a citizen if he was born within the Unites States, but they can also become a citizen by naturalization.
