In what ways did the new system of government fulfill the nation's need for a stronger central government and at the same time allay its fear of a government having too much power

The new system consisted of two kinds of power which was the state and national power which meant that there was a division of power which ensured that the government does not hold 100% power. This creates fair rights between the central government and the state. Both had their own specific rights and tasks where both cannot overlap each other.
