    D. Charles of Spain

Charles was both the King of Spain and the Holy Roman Emperor, so that is the correct answer. Cromwell dissolved the monarchy in England, Cardinal Richelieu was only a Cardinal and Philip II was only king of Spain. So a, b and c can't be the correct choices.
