According to George Waring's report, all below are challenges generated by

overcrowded living conditions except

A. standing water that accumulates "filth" and causes disease to spread.

B. waste that accumulates in waterways and between piers, and causes problems,

especially according to the ebb and flow of tides.

C. that water and sewage clogs easily in densely populated areas.

D. that the people who live in tenements are, by virtue of the cultures they come

from, too lazy to take proper care of their homes.
