It's when a group of people all pretty much devote themselves to the promotion of Darwinian laws of naturalmselection. This was mainly advocated by Herbert Spencer. This kind of thinking was pretty popular in the late 19th century, but is now highly discredited mainly because Herbert used this to justify racism and imperialism.
