Federalist No. 84 presents the idea that a bill of rights was not a necessary component of the United States Constitution. There was a fear among people that, if a bill of rights were included, it would be interpreted as a list of the ONLY rights that people had. Hamilton's position reflected this fear. Additionally, he argued that a bill of rights was not necessary because the entire constitution was, in itself, a bill of rights.
