    The Armenian reform program was signed so that the Turkish do not cause any harm to the minorities in the fading empire. The actually result from it was the total opposite though. The Turkish seemed to be more provoked and even scared by the signing of the Armenian reform program, as they feared that they will lose even more territory. This resulted in attack on the Armenian civilians in the Turkish borders, with over 1.5 million Armenians ending up dead, and many more being displaced, separated from their families, and even small children were taken away from their mothers and they never saw each other again.
