After President Johnson adopted much of Lincoln's plan for Reconstruction, what are two additional things he did that upset Congress?

    Johnson was against most of the Reconstruction plans that had been initiated under Lincoln, since he didn't believe the federal government should play a major role. Therefore he withdrew most of the federal forces from the South, which greatly angered Congress.
