    Among the choices, monarchy and tyranny have one single individual as head of state with absolute power. So they cannot be the right answer.

    Oligarchy has power concentrated in a small group of leaders but Greek citizens were able to discuss, debate and vote on government matters. So the right answer is D. democracy.
