    Answer and Explanation:

Virginia's history begins with the documentation of the first Spanish explorers to reach the area in the 1500s when it was overwhelmingly occupied by the Algonquian, Iroquoian, and Siouan peoples. The colonies of the Virginia Company sought gold but failed, and the colonists barely supported themselves. Since the late 20th century, the modern economy has become more diversified in high-tech industries and the defense business. Virginia's changing demographics create a narrowly divided vote in national elections, but it is still generally conservative in state policy.

In the 21st century, the Pamunkey and the Mattaponi were the only two tribes to retain the provisions initially granted to the English. Since 2010, the state has recognized eleven Indian Virginia tribes. Others interest in seeking state and federal recognition since Jamestown's 400th-anniversary celebration in 2007. State celebrations have given Native American tribes prominent formal roles to show their contribution to the state.

Representation in the legislature was heavily skewed in favor of the more populated eastern areas and the historic elite of the planter. This compounded the partial allowance for slaves in the population census; as neither slaves nor women had a voice, this gave more power to white men. Legislative efforts to mediate between these differences ended without meaningful resolution, though the state maintained a constitutional convention on representation issues.
