The absolute ruler of the society would. For example, Adolf Hitler was the autocratic ruler of Nazi Germany. Napoleon Bonaparte and Elizabeth I were also autocratic leaders. The leader dictates all policies, decides what goals are to be achieved, and controls all activities without any meaningful participation by their subordinates.
