    The right answer here is that the form of government created by the articles of confederation was a league of free and independent states with a limited national government. Prior to the articles of confederation, federal power as such did not really exist. The introduction of the articles symbolised a desire amongth the confederate states to have decentralised power and more agency over what happened in their states.
