    After World War II.

    Explanation:

The "Long Telegram" was a telegram from George Kennan to the United States which happened on February 22, 1946. George Kennan was an American stationed in Moscow in charge of creating an American embassy there. He wrote this telegram then sent it to U. S. officials in Washington, which contained very strong opinions about the Soviet Union.

This telegram had very thought out words about how the Soviet Union was destructive and only wanted power. He also stated that peace was probably not an option with them, as they wanted to keep expanding.
