    Shay's rebellion showed the weaknesses of the Confederate articles. When the central government was unable to bring down the coup, the first impulses of federalism began to gather strength. The government gave more powers to the states, and the central government only included the legislature. Unlike many other state legislatures of the 1780s, the Massachusetts government did not pass procedural laws such as debt relief and printing more banknotes to deal with the economic crisis. This forced the rebels to close in court in the fall of 1786 and release the imprisoned debtors.
